Welcome to the page where we will be putting updates regarding noise issues from our depot that are affecting our neighbours in Lynwood Road.

Further to our previous update and ongoing conversations with residents in Lynwood Road about the planned boundary works a meeting was held with some residents on 15 March 2017 to specifically discuss the planting options available.

We discussed the preferred height and species of trees to be planted in place of the Leylandii, which has to be removed to install the new acoustic fence. Our initial proposal, which followed the advice of our environmental consultants, was to plant Cherry Laurel trees to a height of between 2-3 metres. However, following a lengthy discussion at the meeting we have now agreed instead to plant Thuja to a height of at least 4 metres. This option has been chosen at the request of affected residents and was the view of the majority of attendees at the meeting.

We also discussed timings of the work and expressed our concern that the recent warm weather may have encouraged birds to start nesting in the existing Leylandii. All nesting birds are protected by law and if present, removing the trees would be delayed.

Our environmental consultants carried out the survey for nesting birds this week and have confirmed at least one nest. We are therefore bound by law to leave the trees in place until the Autumn, Therefore, we will commence the fence replacement either side of the Leylandii on 18 April 2017 and resume work in the Autumn to remove the Leylandii, replace the remaining section of fence and plant the Thuja.

Our current revised timeline for the works are set out below.

Phase One: Leylandii removal, early March

We will remove the existing Leylandii ahead of the fencing work to provide access to the SES Water boundary. This is now proposed for early March and will take approximately three weeks to complete. The timing will also ensure that trees are removed ahead of the bird nesting season, which would otherwise delay these works.

Phase Two: Fence replacement, mid-March to mid-April

We are now aiming to have the new acoustic fence (an example of which is pictured, right) installed mid-April. The work to replace the existing fence will take around four weeks and we are therefore aiming to start this element of the work in mid-March.

During this period, measures will be taken to maintain the boundary security your properties and the SES Water site. 

Phase Three: Cherry Laurels planting

The new Cherry Laurels will be planted on the SES Water side of the fence following completion of phase two. This is planned for April/May when the weather conditions should be favourable and give the trees the best chance to thrive.

From the meeting on 12 October Sutton and East Surrey Water had four main actions, this update is to let you know how we are progressing with these:

1) Research / investigations to be carried out regarding an exit on to the A23/London Road

Initial investigations have shown that there is no existing planning restriction for the site regarding the use of the current entrance as and entrance / exit. We propose to further consider this proposal as part of the wider requirement to re-organise use of the site during next year. In particular we will need to look at sight lines, mainly regarding the location of the bus stop and parking of vehicles on A23/ London Road will be needed.

2) Consult residents of Lynwood Roan on the new fencing and tree line

We have recently written to residents regarding the proposed replacement fencing. It is our current intention to also remove the existing Leylandii and we have asked our environmental consultants to advise on both the removal and to produce a plan for replacement planting. Once this has been produced we will share it with the residents, we will aim to do so by the end of January.

3) Survey structure and foundations of current fencing

The current fence varies along the boundary. As we are proposing to remove and replace the current fence all existing foundations would need to be removed and replaced with the required foundations for the proposed new fence.

4) Research the type of trees required

This is part of the work being undertaken by our environmental consultant. We have mentioned the suggestion from a resident for the use of Thuja and they will consider this as part of the planting plan.

The initial noise survey report sent to us by CH2M on Friday 9 September contained some facts about our current operation which were in-correct. We have been waiting for the report to be amended and have received an updated version this afternoon.

We would therefore like to invite all residents to a second meeting with our Managing Director, Anthony Ferrar, on Wednesday 12 October. Some of the feedback which we received from our initial meeting with residents was that more people would be able to attend outside of working hours and so this meeting will begin at 18:30. It will take place at our offices on the corner of London and Frenches Road.

The noise survey report will be available on this page from Wednesday 5 October, giving residents the opportunity to read it and prepare any questions they may have one week in advance of the meeting. CH2M removed their acoustic equipment from the two houses chosen for their noise surveys this morning. They have committed to providing a report of both their findings and recommendations by Friday 9 September.

Our Managing Director, Anthony Ferrar, met with 5 of our neighbours from your road today. The minutes from this meeting will be added to this page on Wednesday 24 August.

The acoustic survey being conducted on our behalf by CH2M has been re-scheduled due to a technical problem with one set of the recording equipment. As a result the survey will take place between Friday 12 August and Thursday 18 August.

As a reminder, we are inviting all residents of Lynwood Road who back on to our yard, and are concerned about the noise levels, to a meeting with our Managing Director, Anthony Ferrar, at 11:00 on Friday 19 August. We can confirm that the acoustic surveys mentioned in our last letter to you will take place from this Thursday 4 August. Equipment will be placed in two properties for 7 days and 7 nights and at one other property where measurements will be taken on the day. The properties involved were chosen by our contractor CH2M.

We have also arranged for a meeting to be held with our Managing Director, Anthony Ferrar. This will be on Friday 19 August at 11.00 at our office next to the depot. Other appropriate members of our team will also be there to listen to your concerns.
